Call for Paper Proposals - Impact of Aid Reduction on Local CSOs

We are seeking scholars and practitioners engaged with CSOs in low- and middle-income countries to contribute papers to a special issue of a journal on the impact of donor funding cuts and donor exit.

The developing project can be described as follows:

“As many developing countries attain middle-income status, an increasing number of local civil society organizations (CSOs) are watching international donors reduce funding and staff presence.  In this issue, we examine the impacts of aid reduction on local CSOs.  Do positive gains from donor support persist?  Are negative trends reversed?  Do local resources replace shortfalls in funding, or do CSOs shrink or close as donors depart?  How do CSOs adapt?  Through a multi-regional examination of this issue, we will begin mapping the scope and consequences of donor withdrawal and identify novel solutions to the problems it poses.”

We are particularly looking for papers covering Africa, Central Asia and Central America and focusing on local CSO responses to aid reductions there.  We also welcome proposals on other regions or other substantive contributions related to the topic, including perspectives from INGOs, donors, and local governments.

If you are interested in participating or learning more, please send an email with a brief description of the paper you would propose to Christopher Pallas ( and Susan Appe (
