2015 Public Management Research Association Conference

 We are pleased to open the Call for Proposals for the 2015 the Public Management Research Association (PMRA) Conference.

The conference will take place in Minneapolis, Minnesota, USA June 11 – 13, 2015. There also will be a number of pre-conference sessions and workshops on June 9 – 10, 2015.

The conference will be hosted by the Hubert H. Humphrey School of Public Affairs at the University of Minnesota.

 The Call for Papers, Panels, Posters, and Pre-Conference Workshops

The program committee for the 2015 conference welcomes paper, panel, and poster proposals that feature high quality conceptual, qualitative, or quantitative research. In addition, the committee welcomes proposals for pre-conference sessions and workshops. All proposals will be peer reviewed. 

In general, conference themes will emerge from the proposals submitted. However, we also believe two important themes merit particular attention at this time in the field’s development. We invite consideration of the following two themes in proposed papers, panels, posters, and pre-conference sessions:

·       The relationship of public management with democracy and citizenship. Relevant topics might include, for example:

o   Performance management and public values

o   Civic engagement and public participation

o   Co-production

o   The proper role of government

·       The challenges of integrating different kinds of theoretical and empirical approaches to scholarship. Examples might include:

o   Papers or sessions that exemplify rigorous blending of theoretical and empirical work in innovative ways

o   Analyses of significant public management challenges and how theory and empirical research can be used to address them.


The program committee welcomes proposals for either conceptual or empirical papers that focus on new areas of research or evaluations of existing streams of research.

Conceptual paper proposals should develop a theory or theoretical framework that provides insight into a compelling research question or subject of study in public management, identify foundational assumptions and key concepts, develop an internally consistent logic or model of causation, and result in specific propositions or testable hypotheses.

Empirical proposals will be evaluated based on the significance and quality of the research question, research design, methods, data, findings, and implications for theory and practice.

Proposals from individuals at all career stages are welcome.


In addition to individual paper proposals, the program committee encourages the submission of complete panels consisting of no more than four papers. Panel submissions should bring together complementary papers that tackle compelling research questions, subjects of study, or the themes suggested above. Proposals should provide information on the overall theme of the panel and indicate how each of the proposed papers connects to the panel’s theme. Each of the papers in the panel will be evaluated separately on whether it meets the criteria for individual paper submissions. The program committee may drop or add papers to proposed panels.

Doctoral Student Posters

Finally, a poster session targeted at the work of doctoral students will also be available. Doctoral students can submit their paper proposals for consideration to be part of a regular conference panel or the poster session. Only doctoral student proposals will be considered for the poster session. If a doctoral student submits a paper proposal to be considered for a conference panel and it is rejected, the paper will automatically be considered for the poster session.

 Proposal Length and Allowable Number of Proposals

All paper and poster proposals should be no more than 400 words, not including identifying and contact information. As part of the proposal, the author should address the criteria for consideration mentioned above. Submissions missing this information will not be considered. The conference website will allow authors to separately enter their names, institutional affiliation, contact information and email address, and paper title. Participants will be able to indicate if the submission is for an individual paper, panel, or poster.

Persons submitting a proposal for a complete panel should assemble the abstracts (of no more than 400 words each) into a coherent package. Panel proposals will be allocated an additional 400 words to describe the panel’s theme and its substantive significance to the field.

A person may submit no more than two proposals (including both single-authored and co-authored papers). Individuals will be limited to two acceptances (at least one of which must be multi-authored) and only one opportunity to present research at the conference.

All proposals must be submitted no later than October 31, 2014. Review of proposals will commence immediately thereafter. Notifications of proposal acceptance or denial will be sent by January 16, 2015. If a proposal is accepted, the presenter must register for the conference by May 1, 2015 in order to participate.

Pre-Conference Sessions and Workshops

The conference will feature a limited number of pre-conference sessions and workshops on June 9 and 10, 2015. These sessions are meant to be very engaged learning opportunities and quite different from a typical conference panel session. Sessions typically would be a half-day or a full day. A wide range of topics is possible, but all should have a significant potential, for advancing public management research and impact. Persons interested in proposing a pre-conference session or workshop are encouraged to contact the conference co-chairs to discuss the possibility. Proposals for pre-conference sessions and workshops will be submitted at a special place on the website.  The proposals should not exceed 1000 words in length and include a:

·       Title

·       Statement of purposes or objectives

·       Compelling argument for the importance of the session

·       Detail on the length, format, and timing of the session

·       Names and affiliations of session organizers and leaders

·       Ideal number of participants

·       Equipment and materials needed (e.g., projector, flip charts and easels, etc.)

·       Information on any necessary costs and how they might be covered (e.g., via a special registration fee)

Proposals must be submitted by October 31, 2014.

Final decisions on pre-conference sessions will be made by January 16, 2015 based on the quality of the proposal and available space.
