Is the concept of "global civil society" a Sorelian type myth that captures intuitively an emergent political project? Or is it, rather, a discursive political terrain open to many interpretations, not all of which might be progressive? A radical democratic content would be one way of filling out the "empty signifier" which "global civil society" is but not the only one.
Development NGOs: Actors in a Global Civil Society or in a New International Social System?

The international aid system forms a powerful structural force impacting organizational landscapes and civil societies all over the world in complex ways we do not yet understand. Dominant NGO-research has failed to properly address this crucial issue, due to a conceptual, theoretical, and ideological tradition that is itself embedded in this very same system's normative, rhetorical agenda. This article suggests some conceptual and theoretical approaches that should encourage more comparative research on the role of the development NGOs in shaping national and global civil societies.
New Agendas and New Patterns of International NGO Political Action

International advocacy strategies devised for the political environment in which World Bank policy is decided are often not suitable for advocacy on broader financial policy and trade issues. Advocacy in these "new" agendas challenges prevailing models, which depict NGOs as mobilizing powerful governments and international organizations to influence a government's behavior. The patterns of international NGO political activity are diverse, sometimes restraining the power of international rules and authorities over individual governments, and require a new or broader model.
Grassroots Movements as Transnational Actors: Implications for Global Civil Society

The past two decades have witnessed the emergence of a new range of transnational social movements, networks, and organizations seeking to promote a more just and equitable global order. With this broadening and deepening of cross-border citizen action, however, troubling questions have arisen about their rights of representation and accountability - the internal hierarchies of voice and access within transnational civil society are being highlighted. The rise of transnational grassroots movements, with strong constituency base and sophisticated advocacy capability at both local and global levels, is an important phenomenon in this context. These movements are formed and led by poor and marginalized groups, and defy the stereotype of grassroots movements being narrowly focused on local issues. They embody both a challenge and an opportunity for democratizing, legitimizing, and strengthening the role of transnational civil society in global policy.
Global Visions: Global Civil Society and the Lessons of European Environmentalism

In order to illuminate the obstacles to the development of a global civil society, the experience of the most developed transnational social movement - the environmental movement - in the most developed supranational political system - the European Union - is considered. National differences are shown to be persistent and there is little evidence of Europeanization. It is argued that the impediments to the development of a global civil society are yet greater and that, despite the advent of anti-globalization protests, global civil society remains an aspiration rather than an accomplished fact.

El sistema de ayuda internacional forma una fuerza estructural poderosa que tiene un impacto sobre el paisaje de las organizaciones y las sociedades civiles alrededor del mundo en una forma compleja que no entendemos todavía. La investigación dominante ha fallado en tratar de forma adecuada este tema crucial, debido a una tradición ideológica teórica conceptual, que esta a si mismo insertada en este mismo sistema normativo, agenda retórica. Un contenu démocratique radical serait un moyen de remplir le " signifiant vide " dont le terme de " société civile mondiale " est loin d'être le seul.
Les ONG d'aide au développement : des acteurs dans la société civile mondiale ou bien dans un nouveau système social international?

Le système d'aide internationale représente une puissante force structurale ayant un impact sur le paysage des organisations et des sociétés civiles tout autour du monde et emprunte des chemins complexes que nous ne comprenons pas encore. Les principales recherches sur les ONG ont échoué à s'attaquer correctement à ce problème crucial, à cause d'une tradition conceptuelle, théorique et idéologique elle même incluse dans ce même programme rhétorique et normatif du système. Cet article suggère quelques approches théoriques et conceptuelles qui devraient encourager plus de recherches comparatives sur le rôle des ONG d'aide au développement dans le façonnement des sociétés civiles mondiales et nationales.

Les stratégies internationales de défense imaginées pour la sphère politique dans laquelle la politique de la Banque Mondiale est décidée, sont souvent inappropriées pour la défense des problèmes commerciaux et des politiques financières à plus grande échelle. La défense dans ces " nouveaux " programmes met en question des models dominants qui dépeignent les ONG comme mobilisant des gouvernements puissants et des organisations internationales afin d'influencer le comportement d'un autre gouvernement. Les formes de l'activité politique des ONG internationales sont diverses, limitant parfois la puissance des lois internationales et des autorités s'exerçant sur des gouvernements particuliers, et demandent un nouveau ou plus large modèle.
Les mouvements populaires en tant qu'acteurs transnationaux: les conséquences pour la société civile mondiale

Les vingt dernières années ont vu l'émergence d'un nouveau type de mouvements sociaux transnationaux, de réseaux et d'organisations cherchant à promouvoir un ordre mondial plus juste et plus équitable. Ces mouvements sont formés et conduits par des groupes pauvres et marginalisés, et défient le stéréotype des mouvements populaires étroitement focalisés sur des questions locales. Ils sont la concrétisation à la fois d'un challenge et d'une opportunité pour la démocratisation, la légitimation et le renforcement du rôle de la société civile transnationale dans la politique mondiale.

Des différences nationales sont montrées comme persistantes et il y a peu de preuve d'européennisation. Il est démontré que les obstacles au développement d'une société civile mondiale sont encore plus nombreux et que, malgré la montée des protestations anti-mondialisation, la société civile mondiale demeure davantage une aspiration qu'un fait accompli.

Das internationale Hilfesystem bildet eine mächtige strukturelle Macht, die Organisationslandschaften und Zivilgesellschaften in der ganzen Welt auf so komplexe Art und Weise beeinflusst, dass wir sie bisher nicht verstehen. Die vorherrschende NGO-Forschung hat es versäumt, diesen entscheidenden Punkt angemessen zu berücksichtigen und zwar aufgrund einer konzeptuellen, theoretischen und ideologischen Tradition, die selbst in die normative und rhetorische Agenda desselben Systems eingebettet ist. Dieser Artikel schlägt einige konzeptuelle und theoretische Ansätze vor, die mehr vergleichende Forschung über die Rolle der Entwicklungs-NGOs bei der Formung nationaler und globaler Zivilgesellschaften fördern soll.

Internationale Befürwortungsstrategien, die für die politische Umgebung entworfen wurden, in der die Weltbank Entscheidungen trifft, sind oft nicht geeignet für Befürwortungsaktivitäten im Rahmen der breiteren Finanz- und Handelspolitik. Anwaltschaft in dieser "neuen" Agenda fordert vorherrschende Modelle heraus, die NGOs als mächtige Regierungen mobilisierend und internationale Organisationen beeinflussend mit dem Ziel der Einflussnahme auf Regierungsverhalten beschreiben. Die Muster internationaler, politischer Aktivität von NGOs sind vielfältig, manchmal die Macht internationaler Regeln und Autorität über einzelne Regierungen bremsend, und erfordern ein neues oder breiteres Modell.
Bürgerbewegungen als transnationale Akteure: Implikationen für eine globale Zivilgesellschaft

Die letzten zwei Jahrzehnte waren Zeuge der Entstehung einer Reihe neuer, transnationaler sozialer Bewegungen, Netzwerke und Organisationen, die versuchen, die Entstehung einer gerechteren globalen Ordnung zu fördern. Mit dieser Verbreiterung und Vertiefung von grenzüberschreitendem Bürgerhandeln sind jedoch beunruhigende Fragen über ihre Rechte der Repräsentation und ihrer Verantwortlichkeit entstanden - interne Hierarchien von Stimme und Zugang innerhalb der transnationalen Zivilgesellschaft werden hervorgehoben. Die Zunahme transnationaler Bürgerbewegungen mit starker Verwurzelung in ihrem Wahlkreis und hochentwickelten Befürwortungsfähigkeiten sowohl auf lokaler als auch auf globaler Ebene ist in diesem Kontext ein wichtiges Phänomen. Diese Bewegungen werden von armen und marginalisierten Gruppen gebildet und geführt und widersprechen dem Vorurteil von Bürgerbewegungen als ausschließlich auf lokale Angelegenheiten ausgerichtet. Sie verkörpern sowohl einer Herausforderung als auch eine Chance für die Demokratisierung, Legitimation und Stärkung der Bedeutung der transnationalen Zivilgesellschaft in der Weltpolitik.
Globale Visionen: Globale Zivilgesellschaft und die Lektionen der europäischen Umweltbewegung

Um die Hindernisse bei der Entwicklung einer globalen Zivilgesellschaft zu beleuchten, wird die Erfahrung der am weitesten entwickelten transnationalen sozialen Bewegung - der Umweltbewegung - im am weitesten entwickelten supranationalen politischen System - der Europäischen Union - betrachtet. Es hat sich gezeigt, dass nationale Unterschiede dauerhaft sind, und es gibt wenig Hinweise auf eine Europäisierung. Es wird argumentiert, dass die Hindernisse auf dem Weg zur Entwicklung einer globalen Zivilgesellschaft noch groß sind und dass die globale Zivilgesellschaft trotz des Aufkommens von Anti-Globalisierungsprotesten eher ein Ziel als eine vollendete Tatsache ist.
